Introduction of Mukhyamantri Mangla Pashu Bima Scheme: A Brief Insight

  • Rajasthan Finance Minister and Deputy Chief Minister Smt. Diya Kumari announced a welfare scheme for cattle farmers while presenting budget for the year 2024-2025.
  • The name of Scheme is “Mukhyamantri Mangla Pashu Bima Scheme”.
  • This scheme was announced by BJP with other schemes like “Rasoi Gas Cylinder Subsidy Yojana” “Lado Protsahan Yojana” at the time of assembly election as poll promise.
  • Now Government of Rajasthan launched this scheme in whole of State.
  • Major chunk of population in Rajasthan have in a business of dairy farming and their livelihood is directly depend on the milch cattles/ animals.
  • Sometimes these cattle farmers faced difficulty in case of sudden death of their animals.
  • Previous Congress Government had also operate same scheme in the name of “Mukhyamantri Kamdhenu Pashu Bima Yojana”.
  • So the main aim of Rajasthan Government starting Mukhyamantri Mangla Pashu Bima Scheme is to provide financial cover to cattle farmers so that they cannot be rattled financially in case of death of their animal.
  • This scheme is also called in future by some other names such as “Chief Minister Mangla Pashu Bima Scheme” or “Mukhyamantri Mangla Pashu Beema Yojana” or “मुख्यमंत्री मंगला पशु बीमा योजना”.
  • Department of Animal Husbandry is the responsible department of this scheme and State Insurance and Provident Fund Department is the implementing agency of this scheme.
  • Life Insurance Cover to milch animals/ cattles will be provided free of cost under Mukhyamantri Mangla Pashu Bima Scheme.
  • So in case of sudden death of insured animal, cattle farmer will get a maximum insured amount of Rs. 40,000/- under this scheme for Cow, Buffalo and Camel.
  • Whereas for Sheep and Goat, Cattle Farmer will get Rs. 4,000/- per Animal/ Cattle in case of death.
  • Amount of Insurace for cattles will be decided according to their Age, Daily Milk Capacity and their Breed.
  • In first phase of Mukhyamantri Mangla Pashu Beema Yojana, Life Insurance 21 Lakh Animals/ Cattle (5 lakh Cow, 5 lakh Buffalo, 5 lakh Sheep, 5 lakh Goat and 1 lakh Camel) will be done by the Government.
  • It is to be estimated that around Rs. 400/- Crore will be spend for the smooth implementation of this scheme.
  • All Jan Aadhar Card Holders of Rajasthan State are eligible to get thier milch animals insured under this scheme.
  • Beneficiaries of Gopal Credit Card Scheme and Lakpati Didi Scheme will get preference in selection over other applicants under this scheme.
  • There is also a reservation of 16% for Schedule Caste Beneficiary and 12% for Schedule Tribe Beneficiary.
  • Insurance will not be done of those animals/ cattles who doesn’t have valid tag.
  • Amount of Insurance will be released within 21 days from the death of animal/ cattle under Rajasthan Government’s Mukhyamantri Mangla Pashu Bima Scheme.
  • Mukhyamantri Mangla Pashu Bima Scheme Registration is started from 13th December 2024, Eligible Cattle Farmers can insure their animals by visiting the Official Portal of Mukhyamantri Mangla Pashu Bima Scheme.
  • And the last date to register their cattle/ animals under Mukhyamantri Mangla Pashu Bima Scheme is 31st January 2025.

Benefits Provided to Eligible Beneficiary Cattle Farmers

  • Government of Rajasthan will provide the following benefits to Cattle Farmers of State under its newly launched Mukhyamantri Mangla Pashu Bima Scheme :-
    • Free of Cost Life Insurance Cover for 1 Year will be Provided for Cattles of Cattle Farmers.
    • Maximum Financial Assistance of Rs. 40,000/- will be provided in case of sudden death of insured milch animal/cattle.
    • No Premium Amount for Insurance will be Paid by Cattle Farmers.

Calculation of Insurance Amount

  • The amount of Insurance of Cattle/ Animal for Life Insurance under the Mukhyamatri Mangla Pashu Bima Scheme will be decided according to below-mentioned criteria :-

Eligible Age Limit of Cattle/ Animals

  • Only the following animals having below mentioned age group are only eligible to get insured under Mukhyamantri Mangla Pashu Beema Scheme of Government of Rajasthan :-

Eligibility Conditions Required to be Fulfilled

  • Financial Assistance in case of death of milch animal/ cattle will only be provided to those cattle farmers who fulfill the following eligibility criteria of Mukhyamantri Mangla Pashu Bima Scheme :-
    • Beneficiary should be a Cattle Farmer.
    • Cattle Farmer should be a Permanent Resident of Rajasthan.
    • Cattle Farmer should have Valid Jan Aadhaar Card.
    • Cattle Farmer should have any of the below mentioned milch animals/ cattles :-
      • Buffalo.
      • Cow.
      • Goat.
      • Female Sheep.
      • Camel.
    • The Age of Cattles/ Animals of Cattle Farmer should be between :-
      • Cow :- 3 Years to 12 Years.
      • Buffalo :- 4 Years to 12 Years.
      • Female Sheep :- 1 Year to 6 Years.
      • Female Goat :- 1 Year to 6 Years.
      • Camel :- 2 Years to 15 Years.
    • Cattle Farmer can insured their animals/ cattle according to any of the following group :-
      • 2 Milch Cows, OR
      • 2 Milch Buffalo, OR
      • 1 Milch Cow or 1 Milch Buffalo, OR
      • 10 Goats, OR
      • 10 Sheeps, OR
      • 1 Camel.

Reason of Death in Which Claim is Valid

  • Claim of Insurance Amount under Mukhyamantri Mangla Pashu Bima Scheme will only be entertained if the death of cattle/ animal will be due to any of the below mentioned reason :-
    • Fire.
    • Road Accident.
    • Sky Lightning.
    • Natural Disaster.
    • Natural Disease.
    • Insect Bite.
    • Snake Bite.
    • Eating Poisonous Grass.

  • The following documents will be mandatorily required at the time of applying for insurance of cattle under Mukhyamantri Mangla Pashu Bima Scheme of Rajasthan Government :-
    • Jan Aadhaar Card Number.
    • Mobile Number.
    • Photo with Cattle/ Animal.
    • Gopal Card Number. (For Beneficiary Only)

How Beneficiaries Can Apply for this Scheme

Through Online Portal of Scheme

  • Rajasthan Government launched the Official Portal of Mukhyamantri Mangla Pashu Bima Scheme through which cattle farmers can apply to insured their milch animals.
  • Cattle Farmers will have to visit the portal of scheme and click on Registration of Mukhyamantri Mangla Pashu Bima Scheme.

  • Then Mukhyamantri Mangla Pashu Bima Scheme Online Application Form will appear.
  • Jan Aadhaar Number and Cattle Tag Number is mandatorily required at the time of applying.

  • Fill the Jan Aadhaar Number after that portal will automatically fetched the head of the family details. like Member ID, Name, Father Name, Mother Name, Date of Birth, Mobile Number and Address with District.

  • Portal will generate the Registration Number for registered cattles.
  • Submitted Applications of Mukhyamantri Mangla Pashu Bima Scheme will be verified by Animal and Husbandry Department of Rajasthan Government.
  • Cattle Farmers will be selected by Department through Lottery.
  • Selected Cattle Farmers Cattle details will then forward to State Insurance and Provident Fund Department for insurance.
  • Then State Insurance and Provident Fund Department will insured the cattle farmer cattles and send Insurance Policy link to their registered mobile number.
  • Application Status of Mukhyamantri Mangla Pashu Bima Scheme can be checked by visiting the official portal.
  • Registration in this scheme started from 13th of December 2024.
  • And the last date to apply for insurance for cattle under Mukhyamantri Mangla Pashu Bima Scheme is 31st January 2025.

Through Mobile App of Scheme

  • Cattle Farmers can also registered their milch animals/cattles for insurance under Mukhyamantri Mangla Pashu Bima Scheme through Mobile App.
  • Mobile App of Mukhyamantri Mangla Pashu Bima Scheme is available on Play Store.

  • Download the Mobile App and Fill the Jan Aadhar Card.

  • Mobile App will verify the Jan Aadhar Card of Cattle Farmer through OTP.

  • After verification family details will be fetched by the Mobile App through Jan Aadhar Card.
  • The remaining procedure on Mobile App is same like as in applying through Official Website.
  • Fill the basic details like constituency details, othe scheme benefits details and cattle details.
  • Verify the filled details and click on submit button.
  • Animal Husbundry Department of Rajasthan Government will verify the received Application Forms of Mukhyamantri Mangla Pashu Bima Yojana.
  • Then selected beneficiaries will then send to State Insurance and Provident Fund Department for further procedure of insurance.
  • Cattle Farmers can register their milch animals under Mukhyamantri Mangla Pashu Bima Scheme from 13-12-2024 to 31-01-2025.
  • State Insurance and Provident Fund Department will also organize camps in every Gram Panchayat on specified dates and Insured the Cattles/ Animals of Cattle Farmers under Mukhyamantri Mangla Pashu Bima Scheme of Rajasthan Government.

How to Claim Money in Case of Death of Insured Cattle/ Animal

  • In case of sudden death of insured milch animal/ cattle, Cattle Farmer can claim the insured money under Mukhyamantri Mangla Pashu Bima Scheme.
  • First of all Cattle Farmer will have to give information to State Insurance and Provident Fund Department about the death of the cattle.
  • Company Surveyor and Veterinary Doctor will visit the house of cattle farmer and conduct the Postmortem of dead animal and submit the report on mobile app.
  • Insurance Company will have to release the insured amount in the bank account of Cattle Farmer within 21 days of submitting the report.
  • Cattle Farmer will receive a maximum insured amount of Rs. 40,000/- in case of sudden death of animal under the Mukhyamantri Mangla Pashu Bima Scheme.
