Introduction of Dr Muthulakshmi Reddy Maternity Benefit Scheme: A Brief Insight
- Tamil Nadu Government started India’s first every Maternity Benefit Scheme under the tenure of then Chief Minister Kalaignar M. Karunanidhi as Dr Muthulakshmi Reddy Ninaivu Mahapperu Uthavi Thittam in the year 1989.
- Government of Tamil Nadu then revamped Dr Muthulakshmi Reddy Maternity Benefit Scheme on 15-09-2006 with amendments.
- The government’s objective in starting this scheme is to provide nutritional assistance to all pregnant women and lactating mothers in the State.
- Directorate of Public Health and Preventive Medicine of the Tamil Nadu Government is the implementing agency of this scheme.
- Financial Assistance will be provided to all eligible pregnant women and lactating mothers under Dr Muthulakshmi Reddy Maternity Benefit Scheme.
- Earlier, the financial assistance is Rs. 6,000/-, which was increased to Rs. 12,000/- on 01-06-2011.
- Then on 02-04-2018, Tamil Nadu Government further increased this amount to Rs. 18,000/- and co-branded it with the Central Government’s Pradhan Mantri Matru Vandana Yojana. (PMMVY)
- Now at present, all eligible pregnant women will get Rs. 14,000/- cash assistance and 2 Nutritional Kit worth Rs. 2,000/- each (Rs. 4,000/-) under Dr. Muthulakshmi Reddy Maternity Benefit Scheme.
- Out of Rs. 14,000/- Cash Assistance, Rs. 9,000/- is Tamil Nadu Government share and Rs. 5,000/- is Central Government share.
- Financial Assistance under this scheme will be distributed in 3 installments, which are further described below :-
- Rs. 6,000/- will be provided in the 4th month of Pregnancy as 1st Installment.
- Rs. 6,000/- will be provided after 4 months of delivery as the 2nd Installment.
- And Rs. 2,000/- will be provided after 9 months of delivery as the 3rd Installment.
- 1st Nutrition Kit will be provided in the 3rd month of pregnancy, and 2nd Nutrition Kit will be provided in the 6th month of Pregnancy under Dr Muthulakshmi Reddy Maternity Benefit Scheme.
- Beneficiary pregnant women can register themselves under this scheme through online and offline modes.
- Visit the Office of Village Health Nurse or Urban Health Nurse for registration under Dr Muthulakshmi Reddy Maternity Benefit Thittam through Offline Mode.
- Visit Pregnancy and Infant Cohort Monitoring and Evaluation Portal of the Tamil Nadu Government for self-registration under this scheme.
- Government of Tamil Nadu allocated Rs. 1,092 crore budget for Muthulakshmi Maternity Benefit Scheme (MRMBS) for its proper implementation.
- If women beneficiary is a regular employee of the Central or State Government or working in PSU, then she is not eligible to apply for this scheme.

- The following items will be provided in the Nutrition Kit to all pregnant women during their 3rd and 6th months of pregnancy under Dr Muthulakshmi Reddy Maternity Benefit Scheme (MRMBS) :-

Eligibility Conditions Required to be Fulfilled
- Financial Assistance of Rs. 14,000/- with Nutritional Kit worth Rs. 4,000/- will only be provided to those pregnant women beneficiaries who fulfill the below-mentioned eligibility criteria of the Government of Tamil Nadu’s Dr Muthulakshmi Reddy Maternity Benefit Scheme (MRMBS) :-
- Age of Pregnant Women should be more than 18 years and up to 55 years.
- Pregnant Women should be Permanent residents of Tamil Nadu.
- Pregnant Women who belong to any of the below-mentioned categories are eligible to get assistance under the Dr. Muthulakshmi Maternity Benefit Scheme :-
- Women belonging to Scheduled Caste (SC) or Scheduled Tribe (ST) Category.
- Partially (40%) or Fully Disabled Women.
- BPL Ration Card Holder Women.
- PM Jan Arogya Yojana Beneficiary.
- E Shram Card Holder Women.
- PM Kisan Samman Nidhi Scheme Women Beneficiary.
- MGNREGA Job Card Holder Women.
- Women whose Family Annual Income is less than Rs. 8,00,000/- per year.
- Pregnant AWWs/ ASHAs/ AWHs.
- National Food Security Act 2013 Ration Card Holder.
- Magalir Urimai Thogai Scheme Beneficiary Women.
- Sri Lankan Refugee Card Holder.
- Delivery of a Child should be in a Government or a Private Empanelled Hospital.
- Benefits of the Scheme will only be provided for the first 2 deliveries.
- High Order of Birth (HOB) (who has more than 2 live children) will only get the Nutrition Kit and Cash Benefit after Delivery.
- Pregnant Women from Other States working in Brick Kilns, Quarries, Road Works, Construction Sites, and Other Infrastructure development projects in Tamil Nadu are also Eligible.

- Through the Online Application Form. (Self Registration)
- Through Offline Application Form.
Online Application Process
- Online Application Form of Dr Muthulakshmi Reddy Maternity Benefit Scheme is available through which beneficiary pregnant women can apply for financial assistance.
- Visit Pregnancy and Infant Cohort Monitoring and Evaluation Portal of Tamil Nadu Government and Select Dr Muthulakshmi Reddy Maternity Benefit Scheme/ PMMVY Application Form.
- Having an RCH ID (Reproductive and Child Health) is mandatorily needed at the time of apply.
- Enter the RCH ID on the portal and click on Get Data.
- Portal will fetch the details and fill some fields.
- Beneficiary Pregnant Women will have to fill in the following details in Dr Muthulakshmi Maternity Benefit Scheme Online Application Form :-
- Personal Details.
- Address Details.
- Pregnancy Details.
- Bank Account Details.
- Upload Current Address Proof.
- Upload Eligibility Certificate.
- Preview the filled details and click on the Submit Button to submit the Online Application Form.
- The submitted Application Form and Documents will be verified by the concerned department officials.
- Selected Pregnant Women Beneficiaries can receive the benefit of cash assistance and a nutritional kit under the Tamil Nadu Government’s Dr Muthulakshmi Reddy Maternity Benefit Scheme.
- Dr Muthulakshmi Reddy Maternity Benefit Scheme Application Status can be checked online with RCH ID or Registered Mobile Number.
- Financial Assistance will be directly transferred to the bank account of the women beneficiary.
Offline Application Process
- Pregnant Women Beneficiary can also register themselves under Dr Muthulakshmi Reddy Maternity Benefit Thittam through Offline Mode.
- Visit the Anganwadi Centre or Village Health Nurse or Urban Health Nurse Office.
- VHN/ UHN will register the beneficiary women in the scheme.
- Detailed information will be entered on Pregnancy and Infant Cohort Monitoring and Evaluation Portal.
- Verification will be done by concerned officials, and financial assistance will be directly transferred in the bank account of women beneficiary after successful verification.
- Contact the Village Health Nurse (VHN) in the Rural Area and the Urban Health Nurse (UHN) in the Urban Area for any assistance or help required regarding Tamil Nadu Government’s Dr Muthulakshmi Reddy Maternity Benefit Scheme.
