Introduction of Rah-Veer Scheme: A Brief Insight

  • Central Government launched one of the most need of the hour scheme named “Rah-Veer Scheme” on 21st of April 2025.
  • It is a national recognition and award scheme where Rah-Veer means a “Road Hero”.
  • The main objective of the Central Government behind starting this scheme is to encourage common people to come forward and help the victims of road accidents in emergency situations so that precious innocent human lives will be saved.
  • This scheme also aims to create awareness among citizens that timely help can make the difference between life and death.
  • Ministry of Road Transport and Highways is the nodal and implementing ministry responsible for the execution of the Rah-Veer Scheme across India.
  • The Rah-Veer Scheme of the Central Government is a cash award and certificate-based recognition programme in which good Samaritans will be awarded who help the road victims in emergency situations.
  • A Rah-Veer can be a person who saved the life of a victim involved in a serious road accident involving a motor vehicle.
  • The Rah-Veer (Road Hero) provides immediate assistance and helps in transporting the injured victim to a hospital or trauma centre within the critical “Golden Hour” after the accident.
  • According to the Motor Vehicle Act, the golden hour is the first hour after a traumatic injury, the period when emergency medical treatment significantly increases the survival chances.
  • Under the Rah-Veer Scheme, such road heroes are not only appreciated morally but are also rewarded financially for their courageous act.
  • A Rah-Veer receives a cash award of Rs. 25,000/- for every life-saving assistance provided in a serious road accident.
  • In cases where more than one Rah-Veer is involved, the reward amount is shared equally, ensuring fair recognition for all contributors.
  • Furthermore, every year the 10 most deserving Rah-Veers from across the country are selected and honoured at the national level with a special award of Rs. 1 lakh along with a trophy and certificate.

Benefits of Rah-Veer Scheme

Benefits Provided to Eligible Beneficiaries

  • Ministry of Road Transport and Highways will provide the following benefits to eligible Good Samaritans/ Road Heroes under its Rah-Veer Scheme :-
    • Rah-Veer will receive Rs. 25,000/- per incident life-saving assistance.
    • The Amount of assistance will be distributed equally if there are multiple Rah-Veers involved.
    • If one Rah-Veer saves multiple victims in one accident, then the amount of assistance is Rs. 25,000/-.
    • If more than one Rah-Veer savesthe life of more than one victim in a serious accident, then the amount of the award will be Rs. 25,000/- per victim.
    • Certificate of Appreciation will also be provided to Rah-Veers.
    • Each year, the Government select 10 most deserving Rah-Veers across India and honours them with a special national award of Rs. 1 lakh + trophy + certificate.

Information of Rah-Veer Scheme

Eligibility Conditions Required to be Fulfilled

  • Ministry of Road Transport and Highways has set the following eligibility criteria for a Road Hero under the Rah-Veer Scheme :-
    • Any Individual who has saved the life of a victim of a serious accident involving a motor vehicle is eligible.
    • The Assistance provided should be immediate and timely.
    • The Victim of a Road Accident should be taken to a Hospital within the Golden Hour of the Accident.
    • Golden Hour means the First 60 Minutes (1 Hour) after a Severe Injury/ Accident.

Eligible Serious Accidents

  • An accident is considered serious under the Rah-Veer Scheme if the victim requires :-
    • Major Surgery.
    • Hospitalisation for 3 Days.
    • Brain Injuries.
    • Spinal Cord Injuries.
    • Death of the Victim during the treatment.

Documents Required to be Attached

  • The documents that are required to claim the assistance amount under Rthe ah-Veer Scheme are mentioned below :-
    • Any Identity Card.
    • Bank Account Details.
    • Mobile Number.

Details of Rah-Veer Scheme

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

  • If a Rah-Veer (Good Samaritan) first informs the police about a road accident, the police will check the facts with the doctor who treated the victim.
  • After verification, the police will give an official acknowledgement letter to the Rah-Veer on their letterhead.
  • This acknowledgement letter will mention the Rah-Veer’s name, mobile number, address, place of accident, date and time of the incident, and how the Rah-Veer helped in saving the victim’s life.
  • The police station will send a copy of this acknowledgement to the District Level Appraisal Committee, which is headed by the District Magistrate.
  • A copy of the acknowledgement will also be given to the Rah-Veer for their personal record.
  • The same standard acknowledgement format will be followed by police authorities all over India.
  • If the Rah-Veer takes the injured person directly to the hospital without informing the police first, the hospital will share all accident details with the concerned police station.
  • After receiving the information from the hospital, the police will issue an acknowledgement letter to the Rah-Veer with complete details of the incident and the help provided.
  • The District Level Appraisal Committee under the Rah-Veer Scheme will include :-
    • District Magistrate.
    • SSP.
    • Chief Medical Officer (Health)
    • Regional Transport Officer of the District.
  • A State Level Monitoring Committee will also be formed to regularly review the proper implementation of the scheme through quarterly meetings.
  • The District Level Appraisal Committee will examine and approve eligible cases every month.
  • The approved list will be sent to the Transport Commissioner of the concerned State or Union Territory.
  • The selected Rah-Veer will receive the reward money directly in their bank account through the PFMS online system.
  • The Ministry of Road Transport & Highways (MoRTH) will reimburse the reward amount to the State or UT Transport Department every month.
  • Every year, by 30th September or as decided by MoRTH, each State or UT will nominate three best Rah-Veer cases for national-level awards.
  • A MoRTH appraisal committee will review nominations received from all States and UTs.
  • From these nominations, the best ten Rah-Veers of the year will be selected.
  • These selected Rah-Veers will be awarded Rs. 1,00,000 each along with a certificate and a trophy during the National Road Safety Month event in Delhi.
  • Any individual Rah-Veer can be awarded a maximum 5 times in a year.
