Introduction of Arunachal Pradesh Incentives to UPSC Qualifier Scheme: A Brief Insight
- Union Public Service Commission conducted one of the toughest competitive examinations in India to select bureaucrats.
- Every year, lakhs of students appear for the Civil Services Examination and other Competitive Examinations conducted by UPSC and only hundreds are finally selected.
- So, with an objective to popularise and encourage the students belonging to the Scheduled Caste category to prepare for the Civil Services Examination, the Arunachal Pradesh Government launched the Incentives to UPSC Qualifier Scheme.
- It was originally launched in the year 2008 and further amended in the years 2016 and 2019.
- Directorate of Higher and Technical Education of the Government of Arunachal Pradesh is the implementing agency of the scheme.
- Through the Incentives to UPSC Qualifier Scheme, the Arunachal Pradesh Government will provide one-time incentives to those students who successfully cleared the Preliminary or Mains Examination of the All India Combined Civil Services conducted by the Union Public Service Commission.
- Rs. 2,00,000/- one-time financial incentive will be provided to those students who cleared the Preliminary Examination of Civil Services and Rs. 3,00,000/- will be provided to those students who cleared the Main Examination of Civil Services.
- Earlier, the amount was Rs. 1 lakh and Rs. 50,000/- respectively, which was extended to Rs. 2 lakh and Rs. 3 lakh respectively in the year 2016.
- Arunachal Pradesh Government further amended the Incentives to UPSC Qualifier Scheme in the year 2019, in which the other 8 Group A National Level Examination conducted by the Union Public Service Commission is added.
- Now, beneficiary students who successfully and finally selected in IFS, IES (Economic and Engineering), CDS, NDA, CAPF, ISS, and CHS examinations conducted by UPSC will also receive the one-time financial incentive of Rs. 2 lakh.
- Monetary Assistance provided under the Arunachal Pradesh Government’s Financial Incentives Scheme for Qualifying UPSC Civil Services is only available for ST students of the state.
- Incentives to UPSC Qualifier Scheme Application Form is available in the District Office of the Department of Education and Higher Education & Technical Directorate.

- If any students from the ST category are pursuing higher education, then they can apply for a monthly scholarship under “State Stipend Scheme” of the Arunachal Pradesh Government.
- Further, to get free coaching for the civil services examination, beneficiary students can apply for one of the best coaching institutes of India under “Jamia Millia Islamia Free Civil Services Coaching Program” and “AMU RCA Civil Services Free Coaching Program”.
Benefits Provided to Eligible Beneficiaries
- Arunachal Pradesh Government under its Incentives to UPSC Qualifier Scheme will provide the below mentioned benefits to those candidates who clear UPSC Pre or Mains Examination or are Finally Selected in other Group A National Level Examination conducted by UPSC :-
- One-time financial Assistance of Rs. 2 Lakh for clearing the UPSC Preliminary Examination.
- One-time financial Assistance of Rs. 3 Lakh for clearing the UPSC Mains Examination.
- One Time Financial Assistance of Rs. 2 Lakh for those finally selected in any of the Examinations conducted by UPSC :-
- IFS.
- CAPF.
- CHS.
- NDA.
- CDS.
- IES. (Economic and Engineering)
- ISS.
Eligibility Conditions Required to be Fulfilled
- One Time Financial Incentive of Rs. 2 lakh for qualifying pre-exam and Rs. 3 lakh for qualifying mains exam under Arunachal Pradesh Government’s Incentives to UPSC Qualifier Scheme will be provided to only those students who fulfil the following eligibility criteria of the scheme :-
- Permanent Residents of Arunachal Pradesh are Eligible to Apply.
- Applicant Student should belong to the Scheduled Tribe Category of the State.
- Students should have cleared any Preliminary or Mains Examination that is conducted by the Union Public Service Commission. (UPSC)
UPSC Examinations Eligible for Assistance
- Clearing the Preliminary or Mains Examination or on the final selection of the following exams which are conducted by the Union Public Service Commission (UPSC), are only eligible for one-time financial assistance under the Incentives to UPSC Qualifier Scheme of the Government of Arunachal Pradesh :-
- Civil Services Examination. (For Pre and Mains)
- India Forest Service. (IFS)
- Combined Defence Service. (CDS)
- National Defence Academy. (NDA)
- Central Armed Police Forces. (CAPF)
- Central Health Service. (CHS)
- Indian Engineering Service. (IES)
- Indian Economic Services. (IES)
- Indian Statistical Service. (ISS)
Documents Required to be Attached
- The beneficiary students will have to attach the following documents with the Incentives to UPSC Qualifier Scheme of Arunachal Pradesh at the time of applying for benefits :-
- Recent Colour Passport-Size Photo.
- Arunachal Pradesh Scheduled Tribe (APST) Certificate.
- PRC/ Domicile Certificate of Arunachal.
- Admit Card/ Personality Test for Admission to UPSC Exam.
- Aadhar Card of the Student.
- Copy of the Bank Passbook.
- Result Sheet of UPSC Preliminary or Mains Examination.
- Mobile Number.
- Email ID.
- Declaration cum Undertaking.
How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- Beneficiary Students who qualify the preliminary or mains examination or are finally selected in the exam which is conducted by the Union Public Service Commission (UPSC) can apply for one-time final assistance under Arunachal Pradesh’s Incentives to UPSC Qualifier Scheme through the Application Form.
- Incentive to UPSC Qualifier Scheme Application Form can be collected from the District Office of Education Department or the Higher and Technical Education Directorate.
- Application Form can also be downloaded from the Directorate of Higher and Technical Education Official Website.
- Take the Application Form and fill it correctly without making any mistakes.
- Attach all the required documents with the application form.
- Now, submit the Incentives to the UPSC Qualifier Scheme Application Form along with all the documents in the same office from where the application form was collected.
- The respective officials will scrutinise the received application form and documents and verify the details from the Official Result announced by the UPSC.
- The list of eligible and selected candidates will be made and the amount will be sanctioned by the Department in their name.
- Financial Assistance of Rs. 2 lakh for clearing UPSC Pre and Rs. 3 lakh for clearing UPSC Mains and Rs. 2 lakh for being finally selected in 8 Group A National Level Examination will then be transferred in the bank account of the candidate.
