Introduction of Haryana Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana: A Brief Insight

Haryana Government started the DAYALU Scheme on 1st of April 2023.
The full name of this scheme is Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana. (DAYALU)
The main objective of the Government of Haryana in starting this scheme is to provide social and financial security for the people of the State.
DAYALU Scheme is implemented by the Haryana Parivar Suraksha Nyas of the Haryana Government.
The government will provide financial support in case of the death or disability of a family member caused by an accident.
This scheme will also cover the natural death of a family member.
Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana of the Haryana Government is basically for Antyodaya Families whose income is not more than Rs. 1,80,000/- per year.
Financial Assistance provided in case of death (natural or accidental) or disability under Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Scheme will vary according to the age of the beneficiary.
Rs. 1 lakh to Rs. 5 lakh is applicable as per the age of the beneficiary as financial assistance under the Dayalu Scheme of the Haryana Government.
Some of the financial assistance also includes the benefits provided under the PM Jeevan Jyoti Beema Yojana and the PM Suraksha Beema Yojana of the Central Government.
The above-mentioned scheme benefits will only be applicable if the beneficiary is registered in them.
All registered Industrial Labours, Construction Workers, Other Labours, Private Sector Employees, Private Contractual Workers, Unorganized Workers who are registered under Haryana Labour Welfare Board and Haryana Building and Other Construction Workers Welfare Board and have annual family income of less than Rs. 1,80,000/- are also eligible but the compensation will be paid to them by their repsective boards.
If the Labour Department rejects the claim, then the compensation will be paid by Haryana Parivar Suraksha Nyas under Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana.
The beneficiary/ Claimant will have to file a claim under the DAYALU Scheme of the Haryana Government through its Official Website.
Having Parivar Pehchan Patra (PPP ID) at the time of application is mandatorily required.
If the accidental death or permanent disability is caused by stray cattle, animal, or dog bite, then the beneficiary or nominee can apply for compensation under the DAYALU-II Scheme of the Haryana Government.

Benefits Provided to Eligible Beneficiaries

Haryana Government under its Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana will provide the following benefits to eligible beneficiaries in case of natural or accidental death or disability as per their age :-

Financial Assistance will be provided in the following cases :-
- Natural Death.
- Accidental Death.
- Disability due to an Accident.

The Following Financial Assistance will be paid under the DAYALU Scheme :-

Eligibility Conditions Required to be Fulfilled

Financial Assistance in case of death or disability will only be applicable if the following eligibility conditions of Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana of the Haryana Government will be met :-
- Only Permanent Residents, Antyodaya Families of Haryana State are Eligible.
- The Annual Family Income should not be more than Rs. 1,80,000/- per year.
- Applicant/ Claimant should have Parivar Pehchar Patra/ Family ID.
- The Age of the Beneficiary should be more than 6 years but not more than 60 years.
- Financial Assistance will be paid only for Death or Permanent Disability caused by Accident.
- Natural Death is also covered under this scheme.
- Disability should be more than 70% or more.

Documents Required to be Attached

Claimant or Nominee will have to submit the following documents on the portal at the time of claiming the financial assistance under Haryana Government’s Haryana Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana :-
- Death Certificate. (In case of Death)
- Medical Certificate. (In Case of Disability)
- Hospital Discharge Summary.
- First Information Report. (FIR)
- Aadhaar Card.
- Antyodaya Family Ration Card.
- Annual Income Certificate.
- Bank Account Number with IFSC Code.
- Mobile Number.
- Family ID/ Parivar Pehchan Patra. (PPP ID)
- Any other documents required by the concerned authority.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

Eligible Nominee or Claimant can file a claim under Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana by applying through the Online Application Form in case of death or disability of a beneficiary.
Claim Procedure is very simple in which the first applicant will have to go to the Official Website of Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana.
Visit the Website and Click on Apply Scheme.
After that, the window will appear in which the applicant will have to choose DAYALU and will have to enter their Parivar Pehchan Patra (PPP ID) and click on Get OTP.
The portal will verify the PPP ID through OTP Verification.
A list of all family members will appear in front of the screen after verification.
Applicant will have to select the name of the beneficiary and choose Death or Disability.
Fill Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana Online Claim Application Form and upload all the required documents.
It is hereby reminded that the Application under the Dayalu I Scheme is completely free of cost, and to get the benefit of financial assistance under this scheme, the applicant will not need to pay any fees or charges.
Checked the filled application form and click on the Submit Button to submit it.
A registration number will be allotted after successful submission of the application form.
The submitted Application Form of the DAYALU Scheme will be forwarded to the concerned officials of Haryana Parivar Surakshan Nyas.
A list of eligible applicants will be made and financial assistance will be directly transferred to their bank account as promised by the Haryana Government under its Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Scheme.

Claim Procedure Rules

In case of the death of a beneficiary, the claim will be filed by the nominee on behalf of the beneficiary.
Financial Assistance amount will be paid to the Head of the Family in case of the death of a beneficiary.
Whereas, in case of disability, the financial assistance Deen Dayal Updhyaya Antyodaya Parivar Suraksha Yojana will be paid directly to the claimant i.e. the beneficiary itself.
If there is a death or permanent disability of the Head of the Family, then the financial assistance under this scheme will be paid to the eldest member of the family.
