Introduction of Delhi Disability Pension Scheme: A Brief Insight

• The life of a disabled person is not easy as they face difficulties in their everyday life.
• From emotional, social, and physical pain to financial irregularities, their life goes upside down without having any stability.
• Seeing this type of hardship, the Government of Delhi takes a bold step by starting a welfare scheme for Disabled People.
• The name of the Scheme is “Delhi Disability Pension Scheme”.
• This scheme is also popular by another name such as “Delhi Disability Pension Yojana” or “Delhi Disabled Pension Scheme” or “Delhi Physically Handicapped Pension Scheme” or “Delhi Financial Assistance to Persons with Special Needs”.
• Social Welfare/ Rehabilitation Services Department of the Government of Delhi is the implementing department of this scheme.
• Financial Support to Disabled Persons as monthly pension will be provided by the Delhi Government under its Disability Pension Scheme.
• All Eligible Disabled People of Delhi will get a Pension of Rs. 2,500/- per month as financial support for their daily expenses.
• Those beneficiaries who are Permanent Residents of Delhi or residents of Delhi for 5 years are eligible to apply for this scheme.
• If a person has less than 40% of disability, then he/ she is not eligible to apply.
• This means that only those people can apply for a pension under the Delhi Disability Pension Scheme who have 40% or more disability.
• Disability Certificate and an Aadhaar Card are mandatorily required at the time of applying.
• And if the disabled person’s annual family income is more than Rs. 1 lakh then they are not eligible to apply for the monthly disability pension.
• 21 kinds of Disabilities are mentioned by the Delhi Government, if any person has any kind of disability of 40% or more from the mentioned ones, then they are eligible to apply for pension under the Delhi Government’s Disability Pension Scheme.
• If the Applicant is the beneficiary of another pension scheme of the Delhi Government, such as “Old Age Pension Scheme” or “Pension Scheme to Women in Distress” then they are not eligible to apply under Disability Pension Scheme.
• Both Online and Offline ways are available to apply for disability pension.
• Delhi Disability Pension Scheme Online Application Form can be accessed on E District Portal.
• Whereas the Offline Application Form can be obtained from any District Social Welfare Office.
• Delhi Disability Pension Scheme Application Form is also available on the Website of New Delhi Municipal Council.
• In case of any help or assistance needed about this scheme, the beneficiary can contact the nearest District Social Welfare Office for help.
• Persons suffering from benchmark disabilities can apply for the “Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs in which monthly assistance of Rs. 6,000/- per month will be provided.

Benefits Provided to Eligible Beneficiaries

• Delhi Government will provide the following benefits to all eligible disabled persons under its Disability Pension Scheme :-
  • Financial Support as a Monthly Pension will be provided to the disabled beneficiary.
  • Pension of Rs. 2,500/- per month will be given.

Disabilities Eligible under Disability Pension Scheme of Delhi

• 40% or more disabled persons having any of the below-mentioned types of disability are eligible to get a monthly pension of Rs. 2,500/- under the Delhi Government’s Disability Pension Scheme :-
  

  Sickle Cell Disease. Hemophilia. Multiple Disabilities. Thalassemia. Multiple Sclerosis. Parkinson’s Disease. Speech and Language Disability. Specific Learning Disabilities. Acid Attack Victims. Hard of Hearing. Dwarfism. Mental Illness. Muscular Dystrophy. Autism Spectrum Disorder. Intellectual Disability. (Mental Retardation) Loco Motor Disability. Cerebral Palsy. Leprosy Cured Person. Deaf. Blindness. Low Vision.

Eligibility Conditions Required to be Fulfilled

• Disability Pension of Rs. 2,500/- per month under the Disability Pension Scheme will be provided by the Delhi Government to only those applicants who fulfil the below-mentioned eligibility criteria of scheme :-
  • The beneficiary applicant should be a Permanent Resident or a Resident of Delhi for 5 Years.
  • There is no Age Limit set under this scheme.
  • Disabled Person of having 40% or More Disability are Eligible to apply.
  • The Annual Income of the Family should be less than Rs. 1,00,000/-.
  • Aadhar Card is Required to Apply.
  • Beneficiaries of any other pension scheme are not eligible.

Documents Required to be Attached

• The Documents (in self-attested form) that are going to be uploaded on the E District Portal at the time of applying for Disabled Pension under the Delhi Government’s Disability Pension Scheme are mentioned below :-
  • Domicile or 5 Year Residence Proof of Delhi.
  • Any Age Proof.
  • Beneficiary Aadhar Card.
  • Bank Account Details with IFSC Code.
  • Government Issued Disability Certificate.
  • 1 Photograph.
  • Self Declaration or Income Certificate.
  • Mobile Number and Email.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• An eligible Disabled Applicant can apply for Disabled Pension under Disability Pension Scheme of the Delhi Government through below mentioned ways :-
  • Through Online Application Form, which is available on the E District Portal of Delhi.
  • Through the Offline Application Form, which is available at the District Social Welfare Office.

Through the Online Application Form

• Through Online Application Form, a Disabled Beneficiary can apply for a monthly pension under the Government of Delhi’s Disabled Pension Scheme.
• Delhi Disabled Pension Scheme Online Application Form is available on E District Portal.
• Open the E District Portal and Select Apply Service.
  
• Click on Register and Fill Beneficiary Aadhar Number.
• Aadhar Number is required mandatorily in order to apply for this pension scheme.
  
• Before proceeding to apply, kindly read the guidelines first.
  
• Concerned Aadhar Number of Beneficiary will be verified by the E District Portal through OTP.
• User ID and Password will be sent to the registered mobile number through SMS.
• Login again in E District Portal with the received User ID and Password.
  
• Select the Services Tab and Choose Delhi Disability Pension Scheme.
• Delhi Disability Pension Scheme Online Application Form will open, in which the disabled applicant will have to fill in personal details, disability related details and contact details.
• Upload all the self-attested documents, including Disability Certificate, on the portal.
• Preview the Application Form before submitting it and click on the Submit Button to submit it if all the details are correct.
• The registration number of Disability Pension Scheme of the Delhi Government will be allotted and sent to the mobile number.
• The concerned District’s Social Welfare Officer will scrutinise the received Documents and Application Forms.
• A list of selected beneficiaries will be made and all of them will be notified about their selection through SMS on their mobile number.
• District Social Welfare Officer can also call the beneficiary for physical verification of documents if needed.
• Selected Disabled Beneficiaries will get a monthly disability pension of Rs. 2,500/- directly in their bank account under the Delhi Disability Pension Scheme.
• Disbality Pension Scheme Application Status can be checked by Application Number and Applicant Name on the E District Portal.
  

Through the Offline Application Form

• An eligible disabled applicant can apply for monthly financial assistance as a pension under the Delhi Government’s Disability Pension Scheme through an Offline Application Form.
• Offline Application Form of Disability Pension Scheme of Delhi can be collected from the applicant’s District Social Welfare Office.
• Take the Application Form from the office, fill in all the details in it correctly.
• Attach all the documents with it.
• Now, submit the Delhi Disability Pension Scheme Application Form and Documents to the same District Social Welfare Office from where the application form was collected.
• The submitted Application Form will be scrutinised by the concerned District Social Welfare Officer.
• The beneficiary applicant will be informed on their registered mobile number through SMS about their selection or rejection.
• Selected Disabled Beneficiaries will get a monthly pension of Rs. 2,500/- directly in their bank account as promised by the Delhi Government under the Disabled Pension Scheme.
• The beneficiary can also check their Application Status with the help of the applicant name and Applicant Number by visiting E District Portal.
