Introduction of Assam Dr Banikanta Kakati Merit Award Scheme: A Brief Insight
- The Assam Government had launched the Dr Banikanta Kakati Merit Award Scheme in the year 2017.
- It is a sub-scheme of another welfare scheme named “Pragyan Bharati Scheme”.
- This is an educational welfare scheme started with the objective to encourage students to perform better in studies.
- Through the Dr Banikanta Kakati Merit Award Scheme, the Assam Government aims to motivate students to pursue their Higher Education.
- This scheme is implemented by the Directorate of Higher Education of the Assam Government.
- Government of Assam under its Dr Banikanta Kakati Merit Award Scheme will provide free of cost scooty to meritorious students.
- Students of Class 12th, both Boys and Girls who secured 80% or more marks in their Higher Secondary Final Examination conducted by Assam State School Education Board (ASSEB) are eligible to receive a free scooter under the Dr Banikanta Kakati Merit Award Scheme.
- Government will also bear the cost of registration and insurance of the distributed scooties.
- Those students who have admitted in class 12th outside the state are also eligible for benefits if they have a valid Permanent Resident Certificate (PRC) of Assam State.
- Students in the betterment and reappearance category are not eligible to receive a free scooty under the Assam Government’s Dr Banikanta Kakati Merit Award Asoni.
- And, the Girl Students who have availed the benefit of Mukhya Mantrir Nijut Moina Scheme are also not eligible to get a free scooty under this scheme.
- Assam Government already makes it clear that the beneficiaries of Dr Bani Kanta Kakati Merti Award under Pragyan Bharati Scheme are not eligible to receive benefits under Nijut Moina Scheme.
- However, if any Girl Beneficiary opts out of the Banikanta Kakati Award Scheme, then she can apply for the Nijut Moina Scheme.
- Chief Minister of Assam Shri Himanta Biswa Sarma distributed free scooters to all eligible and selected meritorious students of Class 12th under the Dr Banikanta Kakati Merit Award Scheme on 8th of December 2025 at Srimanta Sankaradeva Kalakshetra Panjabari, Guwahati.
- For the year 2025-2026, 11,250 students, out of which 6,860 are girls and 4,390 is Boys has already received free scooty under the Government of Assam’s Dr Banikanta Kakati Merit Award Scheme.
- This scheme is an application-based scheme and no offline application will be entertained by the Department.

Benefits Provided to Eligible Beneficiaries
- Assam Government unders it Dr Banikanta Kakati Merit Award Scheme will provide the following benefits to all eligible students who secured 80% or more marks in their Class 12th Examination :-
- Free Scooty will be provided to Meritorious Students.
- Cost of Registration and Insurance will be borne by the Assam Government.
- Helmet will be provided free of cost with the scooter.
Eligibility Conditions Required to be Fulfilled
- Free of Cost Scooty by Assam Government will be provided to only those students who fulfil the following eligibility criteria of Dr Banikanta Kakati Merit Award Scheme :-
- Permanent Resident Students of Assam are eligible.
- Both Boys and Girls will receive the Scooty.
- Beneficiary Student should have secure minimum 80% or more marks in the Final Examination of Higher Secondary (Class 12th) conducted by Assam State School Education Board.
- Students admitted in Institutions outside the State are also eligible if they have a valid PRC of Assam.
- Beneficiaries of Mukhyamantri Nijut Moina Asoni are not eligible for this scheme.
Documents Required to be Attached

- Aadhaar Card of the Student.
- School Identity Card.
- Class 10th Marksheet/ Certificate/ Result.
- Mobile Number.
- Recent Colour Passport Size Photo.
How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- The Assam State School Education Board (ASSEB) will first prepare the list of students who have secured 80% marks or above in their examinations.
- After compiling this list, the Directorate of Higher Education will upload the names of all eligible beneficiaries on its official website so that students can easily check whether they qualify for the scheme.
- Once the beneficiary list is made public, the Director of Higher Education will publish the link for the Online Application Form of Dr Banikanta Kakati Merit Awar Scheme on the official portal.
- Eligible students who have secured 80% or more marks in their Class 12th examination will be required to fill this online form within the timeframe announced by the department.
- The entire application process will be conducted through the official DHE website to maintain transparency.
- Along with this, the Director of Higher Education will also release a notification mentioning the names of the Nodal Principals who will supervise the distribution process.
- These Nodal Principals will be responsible for collecting Appreciation Certificates directly from the Directorate and handing them over to the students.
- After receiving the Appreciation Certificate from their respective Nodal Principal, students will need to submit it to the scooter dealer allotted to them.
- The government will transfer the amount required for registration and insurance of the scooter to the Nodal Principals, who will further release the payment to the concerned dealer after verifying the beneficiary details.
- Students will not be asked to pay anything for registration or insurance, as these expenses are fully covered by the government under the Dr Banikanta Kakati Merit Award Scheme.
- Once all formalities are completed, students can visit the allotted dealership and collect their scooters.
- A free helmet will also be provided along with the scooter, but the government will not bear the cost of any additional accessories.
