Delhi Regularization of Unauthorized Water and Sewer Connections Scheme

The Government of Delhi under its Regularisation of Unauthorised Water and Sewer Connections Scheme, will regularise the unauthorised water and sewer connections of the residents by imposing just Rs. 1,000/- penalty on domestic connections and Rs. 5,000/- on non-domestic connections.

Introduction of Delhi Regularization of Unauthorized Water and Sewer Connections Scheme 2025: A Brief Insight

• Government of Delhi launched two major short-term welfare schemes on 14-10-2025 for the residents of the State.
• The first one is the LPSC Rebate Scheme 2025 and the full name is Late Payment Surcharge Payment Rebate Scheme 2025.
• The other one is “Scheme for Regularisation of Unauthorised Water and Sewer Connections”.
• In this article, we are going to talk about the Regularisation of Unauthorised Water and Sewer Connections of the Delhi Government.
• There are large number of unauthorized water and sewer connections in the various parts of the Delhi which are causing revenue loss to the Jal Board of the Government.
• So, with an objective to recover the loss and to authorise the unauthorised sewer and water connections, the Delhi Government started this initiative named “Regularisation of Unauthorised Water and Sewer Connections Scheme”.
• Jal Board of the Delhi Government is the implementing agency of this scheme.
• At present the current regularization charges of unauthorised connections are a Penalty of Rs. 3,000/- and water charges of Rs. 25,000/- for domestic connections and Rs. 61,000/- for non-domestic connections.
• So through the Regularisation of Unauthorised Water and Sewer Connections Scheme, the Delhi Jal Board will provide one-time relief to ensure the regularisation of all unauthorised connections.
• Delhi Government through its Jal Board will charge the following penalty amount from the owners of unauthorised water and sewer connections if they apply under the Regularisation of Unauthorised Water and Sewer Connections and get their unauthorized connection regularized :-
  • Rs. 1,000/- :- For Domestic Connections.
  • Rs. 5,000/- :- For Non-Domestic Connections.
• Apar from the penalty amount, the applicant will also have to apy the normal water/ sewer connection charges and Infrastructure Charges.
• Delhi Government’s Regularisation of Unauthorised Water and Sewer Connections Scheme is a short-term scheme that is operational till 31-01-2026 only.
• After this date, Delhi Jal Board will levy the original amount of penalty on unauthorised sewer or water connections users.
• Application under Regularisation of Unauthorised Water and Sewer Connections can be filled online through the Revenue Management System Portal of Delhi Jal Board.
• However, applicant can also submit their application offline by visiting the Zonal Revenue Office.
• In case any help or assistance is required regarding the Regularisation of Unauthorised Water and Sewer Connections of the Government of Delhi, the applicant can call on 1916 or can contact the Zonal Revenue Officer.
• Female Family Members can also apply for “Mahila Samriddhi Yojana” which is the upcoming financial assistance scheme of the Delhi Government’s in which a monthly amount of Rs. 2,500/- per month will be provided.

Benefits Provided to Eligible Beneficiaries

• The residents of Delhi will get the following benefits under the Regularization of Unauthorized Water and Sewer Connections Scheme :-
  • Unauthorised Sewer and Water Connection will get regularize.
  • Minor Penalty will be imposed by the Delhi Jal Board.
  • For Domestic Connections, the penalty is reduced from Rs. 25,000/- to Rs. 1,000/-.
  • For Non-Domestic Connections, the penalty is reduced from Rs. 61,000/- to Rs. 5,000/.
  • Only the Penalty Amount is reduced, the Applicant will have to pay the Regular Charges and Infrastructure Fees.
  • The benefit will be provided till 31-01-2026 only.

Eligibility Conditions Required to be Fulfilled

• The benefit of regularisation of unauthorised sewer or water connections by just paying a minor penalty will be provided to only those applicants of Delhi who fulfil the following eligibility criteria of Regularization of Unauthorized Water and Sewer Connections Scheme :-
  • Permanent Residents of the NCT of Delhi are Eligible to Apply.
  • The Applicant should have an unauthorised Water or Sewer Connection at home.
  • Both Domestic or Non-Domestic unauthorised connections are Eligible to get Authorised.

• The following documents will be required at the time of applying for regularisation of unauthorised water or sewer connections under Regularization of Unauthorized Water and Sewer Connections Scheme of the Delhi Government :-
  

  Any One Proof of Identity :- Bank Passbook. Driving License. PAN Card. Passport. Ration Card. Aadhaar Card. Voter Identity Card. Owner Status. Property Ownership Documents. Mobile Number. Email ID. Bank Account Details. Scanned Signature. Electricity Bill.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• The residents of Delhi can regularise their unauthorised sewer or water connections under Delhi Government’s Regularization of Unauthorized Water and Sewer Connections Scheme by applying through the following ways :-
  • By Applying through the Revenue Management System.
  • By Applying through the Zonal Revenue Office.

Online Process to Apply for Regularisation

• Delhi Jal Board has a dedicated portal named Revenue Management System through which applicant can regularise their unauthorised water and sewer connections under the Government of Delhi’s Regularization of Unauthorized Water and Sewer Connections Scheme.
• Open the Portal, Click on the Services tab and Select “Apply for New Connection/ Regularization”.
  
• An instruction window will appear, which showcases the entire application process to apply for the regularisation of unauthorised sewer and water connections.
• Thereafter, an Online Application Form of Regularization of Unauthorized Water and Sewer Connections Scheme of the Delhi Government will appear.
• Select Zonal Revenue Office Location Connection Type and Select Type of Request as “Regularization”. (In case water/ sewer connection already installed without prior sanction)
  
• Upload the Profile Image and fill in personal details, contact details, property address, property and water connection use details, details, and upload all the asked documents.
• Check all the filled details in the Regularization of Unauthorized Water and Sewer Connections Scheme Online Application Form.
• Pay the New Connection Fees and Penalty Amount and submit it.
• Submitted Online Application Form and Documents will be scrutinised by the officials of the Delhi Jal Board.
• A ground property inspection will also be done by the officials.
• After thorough verification, the unauthorised water or sewer connection will be be regularize by the officials of the Delhi Jal Board under Regularization of Unauthorized Water and Sewer Connections Scheme.
• Call on 1916 in case any help or assistance is required regarding the Regularization of Unauthorized Water and Sewer Connections Scheme of the Delhi Government.
• Applicant can also regularise their unauthorised water or sewer connection under Regularization of Unauthorized Water and Sewer Connections Scheme through the Smart Billing Mobile App of Delhi Jal Board which can be downloaded from the Downloads Section.
  

Offline Process to Apply for Regularisation

• Residents of Delhi who have unauthorised water and sewer connections can also regularise them by applying under Regularization of Unauthorized Water and Sewer Connections Scheme of the Delhi Government through the Offline mode.
• You have to visit your Delhi Jal Board’s Zonal Revenue Office with with the documents.
• Collect the Application Form for Regularization of Unauthorized Water and Sewer Connections Scheme and attach all the required documents with it.
• Pay the penalty amount of Rs. 1,000/- for a domestic connection or Rs. 5,000/- for a commercial connection at the counter.
• Collect the receipt and acknowledgement of the submitted application form.
• Thereafter, submit the water or sewer charges regularly to avoid any penalty.
• Meet the Zonal Revenue Officer for any clarification regarding the Regularization of Unauthorized Water and Sewer Connections Scheme of the Government of Delhi.
